FOREIGN OFFICE,

X

Ped 14 JN

June 13th, 1902.

You

Sir:-

I laid before the Marquess of Lansdowne your

20382 letter of the 6th instant, enclosing a despatch

from the Officer Administering the Government of

Hongkong from which it appears that, in order to

evade payment of a Tax levied on certain articles

imported in native junks, resort has been had to the

protection of foreign flags.

Subject to any observations which the Board of

Trade have to offer, Lord Lansdowne sees no objec-

of the course suggested by

tion to the adoption

Sir H. Blake, namely that the Colonial authorities

should refuse a licence to any junk owned by Chinese

subjects but flying a foreign flag.

I am,

sir,

he Under Secretary of State,

Colonial Office.

Your most obedient,

humble Servant,

Francis Bertie
